The Office of Children, Youth and Families (OCYF), the Statewide Adoption and Permanency Network (SWAN) prime contractor, and the Pennsylvania Child Welfare Resource Center’s Independent Living Project (IL) are pleased to announce the agenda for the 2021 SWAN/IL Winter Statewide Meeting, which will be held virtually on January 26-27, 2021. SWAN affiliates are required to attend quarterly and statewide meetings. We also invite and encourage each county children and youth agency to attend, including caseworkers, supervisors and administrators.
The morning keynote presentation for the 2021 SWAN/IL Winter Statewide is “Weaving the Blanket of Permanency” presented by Karen Moore (MA Leadership, BA, ECE, RSW) of Ontario, Canada. Ms. Moore’s philosophy is that permanency is a journey upon which experiences, memories, skills and knowledge are woven with every step taken, creating a blanket that provides the security a child needs to launch into adulthood. Depending on their journey, their blanket may be robust and full and give them a sense of warmth and safety, or it may be full of holes with little more than strings holding the blanket together. In this keynote, we will explore together the pieces of the blanket and the ways we can ensure that a child’s blanket is as robust as possible.
Karen Moore will follow up the keynote presentation with an afternoon workshop on January 26 entitled “How Warm is their Blanket?”. In addition, June Fisher will present “Ethics and Technology in Child Welfare Practice” in the afternoon on January 27.
